Fox-cubs v0.2
That's a Pascal library (Unit) providing a support for language files in the CATS/Kitten standard. The unit is under GPL license, so sources are included. When used in a program, it add the following function:
LoadMessage(X1,X2:ShortInt)
Where X1 and X2 are the numbers identifying the message to load (messages in language files are stored as 'X1.X2:message' per line).
